Landlord Charged With Tax Fraud

A Manhattan psychiatrist was arrested yesterday on charges that he had fraudulently obtained $249,000 in housing tax abatements from the city.

The psychiatrist, Dr. Arthur Brandt, 52 years old, was accused in an eight-count indictment of filing false documents with the Department of Housing Preservation and Development, which administers the J-51 tax-abatement program for builders who make major improvements in residential dwellings. He faces up to four years in prison on each count if convicted.

According to the indictment, Dr. Brandt maintained that he had made improvements, which he had not actually made, on eight buildings he owned in Greenwich Village and on the Upper East Side.
