Tucson doctor charged with unlawfully prescribing opioids

A Tucson doctor has been indicted on 26 felony charges alleging he illegally prescribed opioids to multiple patients, the Arizona Attorney General’s Office said Wednesday.

Dr. David Alan Ruben, 70, a medical doctor and board certified psychiatrist, was prohibited from prescribing, administering or dispensing any Schedule 2 controlled substances for two years by the Arizona Medical Board in February 2016.

Despite that order, Ruben continued prescribing Hydrocodone and Oxycodone to 11 different patients on 25 separate occasions between September 2016 and March 2017, according to the Attorney General’s press release.

Ruben is owner of Healthcare Southwest, a pain management medical clinic in Tucson, the Attorney General’s Office said.

The indictment also charges Ruben with fraudulent schemes. His medical license was suspended in April 2017, the press release said.
