State panel rules on doctors’ cases;

The state Board of Registration in Medicine has taken action on the licenses of two doctors, one of whom has been charged with sexual misconduct. A probation agreement was made with Dr. Gary R. Donovan, a psychiatrist living in Rhode Island, after it was determined that he violated controlled substance laws. The agreement will allow Donovan, who has been out of practice for three years, to practice with supervision. Dr. John Wayne Matthews, a psychiatrist now living in Seattle, had his license revoked after it was determined that he had had sexual relations with a patient.
