Disciplined Springfield psychiatrist retires

A Springfield psychiatrist who was previously disciplined by state regulators has retired.
Floyd D. Simpson, who was facing further discipline from the State Board of Registration for the Healing Arts, agreed Monday that he won’t reapply for a license for more than two years.
Simpson, who got his license in 1988, retired after telling the board that he didn’t intend to comply with the terms of his probation. In February, the board put his license on probation for 10 years. Simpson and the board stipulated then that he had prescribed drugs including hydrocodone, a pain reliever, without doing physical exams, according to board documents.
He also allegedly prescribed lithium, used to treat and prevent manic episodes in people with bipolar disorder, without ordering follow-up tests.
The state board also ordered Simpson to abstain from using or possessing controlled substances and dangerous drugs and to abstain from alcohol. Simpson was also ordered not to prescribe any controlled substances unless the order was written “in the course of a valid physician-patient relationship” for a patient at a residential care facility “or for inpatients at Lakeland Hospital.”
According to board documents, Simpson hadn’t complied with conditions of his probation.
Simpson was also disciplined by the board in 2000 for asking patients to share hydrocodone with him that had been prescribed for them by other doctors. His license was put on probation for seven years.
